JESS J. ARAUJO, ESQ.Jess J. Araujo is an Attorney at Law in Orange County, California and a Senior Founding partner of the Law Firm of DiMarco, Araujo & Montevideo, APLC. Born in El Paso, Texas, Mr. Araujo attended public schools and spent many summers working in the agricultural fields in Texas and California. He started his professional career by enlisting in the United States Marine Corps during the height of the Vietnam War. He became a specialist and instructor in the Vietnamese language and was Honorably Discharged with the rank of Sergeant. He received an Associate Of Arts degree at Santa Ana College, and a year later, received his Bachelor of Arts degree, Summa Cum Laude, from the University of California Irvine. In 1976 he received his Juris Doctorate from Loyola University School of Law, and was thereafter admitted to the State Bar of California, Texas and Washington D.C. He is also admitted to practice before the California and United States Supreme Courts, Federal District Courts and the Federal Circuit Courts of Appeal. Mr. Araujo has hosted his own radio programs and has been a frequent legal and issues commentator on all Spanish language national networks. He has been a featured columnist on legal and consumer issues with several newspapers and magazine in Los Angeles and Orange Counties for over 15 years. Mr. Araujo has taught legal subject classes at the college and university levels since 1978 and has a lifetime teaching credential. Long active in civic and community affairs, Mr. Araujo has served on a multitude of regional and national boards and commissions and has received countless awards and commendations. His leadership and work on issues that affect the lives of the disadvantaged has won the praise and respect of his peers and the community at large. He currently serves as the Official Legal Advisor/Counselor and Attorney to the Mexican Consulate for Orange County, California, and the Consulate for El Salvador, and since 1994 has served as legal counsel to Nosotros, a national non-profit organization established to promote the interests of Latinos in the entertainment industry. He is a nationally recognized legal scholar, and an expert on, U.S. - Mexican Relations, Latino Electoral Trends, Entertainment Law and Business, Consumer Laws, Plaintiff’s Personal Injury Compensation as well as Applicant’s Workers’ Compensation. Mr. Aruajo is the first and only person born outside of México to receive the “Legion de Honor de México” for exceptional work and achievement promoting the civil, social and cultural interests of México. The Mexican government awarded Mr. Araujo with the National OHTLI Award in 1996 for extraordinary services rendered to the Mexican Community living outside of México. He is the author of The Law And Your Legal Rights, the first bilingual (English - Spanish) book on U.S. law ever registered in the Library of Congress and a professor of legal subjects at California State University Fullerton. He is a noted composer, musician, and frequent talk show guest as well as a popular keynote speaker and master of ceremonies. Concerned about the demise of the Latino vote, Mr. Araujo created and served as National President of Latin American Voters of America (LAVA), a non-profit, non-partisan voter and civic education organization. He also finds time to contribute to the youth of our country by serving as Co-Chairman of Programa Shortstop Juvenile Diversion Program, a nationally recognized crime prevention program. He is the past president of the Orange County Bar Foundation, and two term past president of the Hispanic Bar Association of Orange County. Mr. Araujo is the father of two adult children and resides in Orange County California with his wife Donna Araujo, a elementary school teacher. |

NEW LAW PROVIDES HEALTH INSURANCE FOR IMMIGRANT CHILDREN President Obama recently signed into law a much improved version of the State Children’s Health Insurance Program. Under this new version, the CHILDREN OF LAWFULLY ADMITTED PERMANENT IMMIGRANTS ARE NOW COVERED FOR HEALTH INSURANCE. Former President Bush vetoed this proposed law twice. Prior to the passage of this new law, legally admitted immigrants, and their children, had to wait five years after their lawful admission to qualify for government health insurance known as Medicaid. ¡Think about it! Before President Obama, immigrants that followed all of the laws and rules and finally qualified to become lawfully admitted immigrants were still denied public health care benefits for 5 years. This included pregnant women and their children. For immigrants, the passage of this law is a strong indicator of what they can expect from the Obama administration and from the new Congress that now has a greater majority of Democrats. As he signed this very important law, President Obama said “In a decent society, there are certain obligations that are not subject to negotiations, and health care for our children is one of those obligations. This is only the first step…a down payment on my commitment to cover every single American.” The State Children’s Health Insurance Program in the States is part of the Medicaid Program. The Federal government provides approximately 2/3 of the funding for this program. The new health care insurance benefits for children will be paid by a new tax of 62 cents per pack of cigarettes and other tobacco products. Most of the opposition to this new insurance for children came from the usual Republican Congressmen and Senators who stated their opinion that it is “An unnecessary extension of government insurance to families that could afford private insurance” and that this law is “The first step towards socialized health care.” President Obama made it clear that this program is specifically limited to people who earn too much to qualify for Medicaid but earn too little to afford private insurance. In California, the Children’s Health Insurance Program is known as Healthy Families. It provides health insurance for health, dental and vision care for over 900,000 children. It is very low cost insurance for children until they are 18 years old. The cost can range from $4 to $17 per month depending on the child’s age, family income, and the plan that is chosen. Families must earn at least $14,000 and no more than $50,000 per year to qualify. Families can get a discount if they provide a credit card or checking account number to guarantee payments. (SPANISH) NUEVA LEY PROVEE SEGURO MEDICO PARA NIÑOS INMIGRANTES El Presidente Obama recientemente convirtió en ley una versión muy mejorada del Programa Estatal de Seguro Médico para Niños. Bajo esta nueva versión, los HIJOS DE INMIGRANTES PERMANENTES LEGALMENTE ADMITIDOS HOY ESTAN CUBIERTOS POR SEGURO MEDICO. El ex presidente Bush vetó dos veces esta propuesta de ley. Antes de la reciente aprobación de esta nueva ley, los inmigrantes admitidos legalmente, y sus hijos, tenían que esperar cinco años después de su admisión legal para calificar para el seguro médico gubernamental conocido como Medicaid. ¡Medítenlo! Antes del Presidente Obama, los inmigrantes que seguían todas las leyes y reglas y finalmente calificaban para convertirse en inmigrantes legalmente admitidos todavía se les negaban beneficios de atención médica pública por 5 años.
